This is by design and agreement: user profiles are not visible to non-logged in users. Always been that way.

Is this something you want to change, Ed?

Yes it is something to change please. Please enable it so that non-logged in users can see the user profiles, and links to the user profiles around the site.

Please note also point #2 which was that 'other web identities don't show up unless user is logged in' - these need to appear to non-logged in users.
