Rob Hopkins reached the limit for file uploads and could not upload any more images (not good for him as he writes posts with lots of pictures daily).
&lt;/p&gt;
&lt;p&gt;
Sam raised the limit. This change in the limit does not seem to have affected Rob's situation - he still can't upload any images.
&lt;/p&gt;
&lt;p&gt;
Looking at these settings:

Rob should be able to upload more - he is a site editor and admin - but he can't.

it is also saying that php.ini is restricting (total) uploads to 100MB per user

It looks as though status can be changed to resolved/fixed.
&lt;/p&gt;
&lt;p&gt;
The maximum size of all files a *site editor* can have on the site has already be raised from  140MB to 1005MB.
&lt;/p&gt;
&lt;p&gt;
If Rob needs to upload a movie, .. to the site bigger than 100MB he would currently hit a (total) uploads / per user restriction set by the server (PHP).
