Add patch to Location module for france departments

I'm not sure if we've added any patches to the supported/ countries listings before, but it would be useful if we can add the patch mentioned here during the next round of module updates that are coming up soon - ​http://drupal.org/node/635958#comment-3078802
... for the location.france.inc as the original module only lists a small amount of the departments in France (if we are using the original module inc that is and not already using an amended one)

We have a really low sign up of French initiatives, and we're working to enable more to use / add to the site as we are aware that there are lots out there, and am now learning that part of why some give up trying to add their initiative is that their location does not work as the module does not recognise their department.
This was brought to my attention by one french ini recently who cannot get located in the correct area and mentioned of others too. (for personal profile, and project profiles the map locates correctly with postcode/area code and town as that does not require the state/province/county field to be completed.)

We've fixed this before, but Location module updates wiped out the patch.

Have updated the file and pushed to LIVE, hopefully fixed.

Presume needs to wait for caching or other - on create an ini profile when just checking - still not appearing for one example - Lot which was one of the new ones added.
Or, do I need to do the locations .inc files special cache clear here: ​https://www.transitionnetwork.org/admin/settings/location/util (not sure if done already or not... lemme know!)
