Description

We need to be able to categorise our tickets in new and complementary way:

Maintenance
Enhancement
Innovation

This goes with the budget management stuff I'm doing. Can this be transposed onto 'type'?

Sure we already had:

defect  	   	
enhancement 		
task

So I have added the additional two, see ​https://tech.transitionnetwork.org/trac/admin/ticket/type

I guess there isn't a need to remove defect and task?
