Password 'help' text at registration - can edit?

Description

Is it possible to edit/remove/alter the 'help' text which appears when users add passwords that drupal thinks could be improved? I'm aware it's trying to be helpful, but for our more suggestible users, it drives them mad with fear and worry.

Can we edit/change/remove it?

Swiped 3 lines of code from ​http://drupal.org/project/disablepwstrength and added to TN Extras module... in SVN, going to live with #263.
