change 'save' button on adding content to 'submit'

I know the drupal standard is to have save and preview, and this has been referred to in other tickets - see #241 - I suggest we change 'save' to 'submit' - which should help.
Read this confused user's feedback:
So you write out your comment, and then it says save or preview... so I assume save means it is saved somewhere but as a draft, not actually submitted... so I go to preview instead which previews it bu then there is no submit button, just another opportunity to save. At no point (unless I'm missing something) does it offer you the opportunity to submit or post it, so I tried to save it twice thinking it might lead me to a submit button...

it's been moaned about before - this special needs user is a world renowned blogger, author, public speaker and heavy user of the internet - might as well just do it and swallow what little pride in the site you have left...
action confirmed - make the 'save' button into 'submit'
Oh god, really?!
No offence to that user, but it's pretty freaking obvious. Duh.
Anyway, I'm mildly concerned about knock-on effects, so we need to be sure we want to make such a 'special needs' change.
It's either the 'String Overrides' option which is already installed, or a bit of coding to 'fix' this...
Please confirm.
