Description
The social reporters cannot set the featured story for their homepage (as at point 14 on this guide: https://www.transitionnetwork.org/blogs/ed-mitchell/2012-11/editing-social-reporting-homepage).
it works fine for admin, and they need to do this themselves, so we need to fix it. Setting? Permissions?
