Ed note to self - this 7/8 upgrade milestone doesn't map to a budget atm. As per agreement with Sarah McA, this strategy work is to go into the IRS budget for now.

Estimates and breakdowns added to each phase of the wiki page. Have left broad and woolly since that's the spec we have for now.

I've not multiplied by a £/h figure since various people involved will have varying rates.
Note this is a development estimate (including theme) and has no time in it for other design, meetings, project management, skypes, server tweaks (should be minimal) or other sundries, nor any spare for 'shit happening'. Ed to pad and tweak accordingly.
