No, it's me, Ed and Jim, ​https://github.com/orgs/transitionnetwork/teams/owners

I have used the "Invite or add users to team" form (which has a very confusing Javascript interface, paste and enter doesn't work) and anewholm (see ticket:735#comment:5) and now Annesley is a project owner and should therefore be able to create repositories -- let me know if it doesn't work.
