Description
We have slovenia but no regions in it. Here is user's feedback:
In Location chaper the state/province field is obligatory – but there is no relevant provinces for Country Slovenia (It shoud be just one : Country: Slovenia State/Province?: Slovenia)
Please add a state/province manually called 'Slovenia'

Fine.
But there's a lot of countries out there in the same boat as Slovenia with no provinces in their data...

Yes indeed it's a big bad beastie lurking under the surface of our users' discontent.
closing this with #328 in mind, do we need to open a maintenance ticket so this slips into the regular checks...?

I think we need to re-task this ticket for me to patch the Location module. We're already running our own patched version since this module is in limbo whilst the D7 version is done...
The patch would simply go: "if no provinces found for country, add one with the country name". That would cover all remaining province-less places.
Reopenn/Edit? this ticket if you think it's a good idea.
