System contact email messages edit

system messages: edit order of contact messages to have message at top, and drupal blurb at bottom - users getting confused

(Ed: is it possible to let Ed edit these?)

The users are getting confused by having the more functional text before the message. I include the current format and the desired one below...

Need to implement hook_mail in our transition_extras module to override basic contact_mail.

Requires custom coding to override Drupal core behaviour... Demoting, re-promote if really important.
