Following the ticket of this nature for Paul, ticket:682, starting with wiki:TracUserAdmin#AddanewTracuser on wiki:PenguinServer:

sudo -i
su-trac
export NEWTRACUSER=annesley
trac-admin /web/tech.transitionnetwork.org/trac permission add $NEWTRACUSER admin
htpasswd /web/tech.transitionnetwork.org/.htpasswd $NEWTRACUSER

I then logged in as annesley to set the email address and then as me granted TRAC_ADMIN permissions.

A wiki account was set up using ​https://wiki.transitionnetwork.org/Special:UserLogin/signup

Spent 15 mins helping Annesley with ssh, had to unblock his IP address, notes on this here wiki:PuffinServer#Falsepositives
