Project submitter needs to receive an email alert saying 'thanks for adding your project'

re-tested three times and no alert to project submitter. NB: when adding a new account and a project, the user gets a new account alert.

The text is updated... but the email should have been sent? Rules sends this out at the same time as the TN admin 'new project' notification...
Can you retest please, and double check email addresses?
